Kah-Ling Sia is a Senior Research Fellow at the Centre for Health Economics, Monash University, and a senior evaluator in the Health Technology Assessment (HTA) Research Team.
Her work applies health economic evidence to inform public funding and policy, evaluating the comparative clinical and cost-effectiveness of medical technologies for national insurance schemes.
Kah-Ling has authored numerous HTA reports that have informed decisions by the Pharmaceutical Benefits Advisory Committee (PBAC), the Medical Services Advisory Committee (MSAC), the Australian Technical Group on Immunisation (ATAGI) and the Agency for Clinical Effectiveness (ACE) in Singapore.
These evaluations have shaped funding decisions for high-cost treatments, improved health outcomes, and prevented low-value care, delivering significant savings to the healthcare system.
Her research has also influenced HTA processes, including a landmark review of surrogate outcomes in cancer medicines that informed PBAC recommendations and national HTA reform.
She has contributed to advancing methods for incorporating patient-reported outcomes and societal preferences into decision-making, supporting more transparent and patient-centred approaches to health technology assessment.
